OK. Why did I hesitate? For anyone interested, it takes about 10 minutes to fill out the application. You can register multiple cars to one transponder, have your license plate numbers, ready. You can opt for a printed monthly statement for $4 or just check it online. Choose manual or auto payment plans. Total for me was $38 to load account with $35 and a $3 service fee. I should get the transponder in the mail in 7-10 days. To be honest,it was too easy. I'm a little worried that PA can handle this without screwing it up!
