I think you are right. Have done that the last couple of times. Comes back onto the I-5 again on the south side pretty easily.
The other advantage of this is that if you aren't paying close attention going over the river into Portland, you can end up in the wrong lane and on your way towards The Dalles (BTDT at least a couple of times before).
