I would heed the official NJ and NY rules published on their transportation websites regarding the Palisades, all of which state passenger cars and motorcycles only, and explicitly state nothing in tow and no RVs including motorhomes. In fact, if you view Google Street View for entrances to the Parkway, the signs say "Passenger Cars Only", so yes, there are signs.
