One word about weather in North Texas in February: I have seen "shirtsleeve weather" in February, bright sunny days in the 60s or even 70s. I have also been in the Dallas/Forth Worth area when ice covered the freeway overpasses.
It just can't be predicted, but there is still a pretty good chance of having delightful weather in February. No guarantee, just a pretty good chance.
I have lived in Northeast Texas all my life, so I speak out of experience. I've seen more "pretty days" than I have icy days.
