Actually yesterday and other days as I live in the area. LA is a total nightmare and Phoenix not so much, unless of course you're on I10 when it's closed for the weekend.
FYI The I10 closure for construction is 3 miles long and no joke. Avoid it. Closed as in closed and you exit onto local streets.
It can be stop and go during rush hour and like most large areas mid day is best.
85 and then AZ 95 or CA 95 are good routes.
