Another misunderstanding.
FMM is not needed when you are staying in the border zone AND if you are staying there 3 days or less. Border zone is roughly 50km, different in different places, some tourist corridors run farther.
You drive South of Ensenada - you need FMM. It's still BC, not BCS, but you need FMM. Nobody might check, but you must have it, according to the law.
You stay in the border zone but longer than 3 days - you need FMM again.
FMM is issued free of charge if you need it for 7 days or less.
