AFIK, not when it comes to FMM. It is a single-entry. This is why border agents in airports collect FMM, whether it is expired or not.
FMM=Forma Multiple Migratoria means that it is used for multiple (3 different) types of visitor: tourist, business visitor, and non-lucrative activity. I couldn't find any other explanations on Mex govt sites in English, thought it says that business visitors are allowed multiple entry.
Whether they enforce it at the land crossing or not, is another question. INM agent in Ensenada, when asked about this, said "single entry". My friend who asked at San Ysidro - when coming back with an old FMM that did not expire yet - was given a broad smile and the answer "yes, single entry", and was let in. Note that there was no TIP necessary on both occasions, as it was in Baja. I think that they just don't care.
