Today they are called "huachicolero" they tap into the gas pipe lines and extract the hydrocarbon and sell it at a discount from homes, some time ago the dummies taped into a propane pipe and created a veritable lake with a nice cloud since the gas is transported in a liquid state, luckyly it did not catch fire, but there have been several burnt people that have died when the milking goes wrong.
Pemex loses milions of pesos per year because of the ilisit theft, do not purchase fuel that is discounted it probably is a huachicolero selling it and that is theft.
Some remote comunities do not have a dedicated gas station and still sell from 55 gallon drums with a hand pump, those dispensing pumps are expensive, even if they are old, and some remote comunities only have a generator that runs for a few hours in the evening, they are not going to fire the generator for a few minutes to sell gasoline or Diesel.
