I don't know how it works in AZ, but in CA, a portion of the state gas tax goes to the counties for their use on roads. In NC, all roads, except those in municipalities, are maintained by the state (from Wiki article). SCDOT claims they are responsible for 2/3 of the roads in the state, but they also claim that half of their roads are eligible for federal money. That makes me wonder how SC is counting minor rural roads.
