Go straight through on I-10. The Sam Houston Tollway is a long way around, and I-610 gets congested around all major junctions.
I've found 10 AM to 2 PM to be not bad, or 10 PM to about 4 AM. Companies in Houston have programs to extend working hour ranges to reduce traffic (a public policy thing) so people may start as early as 6 AM and get off at 2-3 PM, others start at 10 AM and might going home after 8. Reduces the intensity of the rush hour but greatly extends it. Then there are all the folks doing four ten hour days a week. But whatever the schedules, 10 AM to 2 PM almost everybody commuting to work that day will be at work, not on the road.
Been visiting Houston on business for 35 years, watching the traffic mess grow and grow.
