You can use the HOV lane with the boat as long as there are 2 or more of you in the MH. We take it all the time and have passed or been passed by the popo and never been stopped. There are always landscapers and contractors using it as well with pick-up and trailers with 2 or 3 people in their truck.
Be aware the HOV lanes on north I85 are now High Occupancy Toll (HOT) lanes. My understanding is if vehicle has only 1 or 2 people in it, you must have a Peach Pass sticker and you will pay to ride in the HOT lane. If 3 or more, motorcycle or have alternative fuel tag you can still use HOT lane for free. Since I only go that way a few times a year, I play it safe and just stay out of the lane now.
