Yes, it is. South of Guadalajara, there are two big signs that announce that the Libramiento Guadalajara Chapala is open. Looks great, can't wait to take it on our way North in March.

The overpass of the Chapala hwy is built but no road going west as yet from there ,not sure for how far that there is no road even started.
