hwy 191 or 89 from Cortez Co. to West Yellowstone

If after Moab, you want to stay South of I-70 before heading North to Flaming Gorge on US-191, you could Take UT-24 Southwest and visit Goblin Valley State Park and Capitol Reef National Park. From the Capitol Reef /Torrey area you could do day trips to checkout the UT-12 Scenic Byway, Fishlake Scenic Byway, Burr Trail, Escalante Petrified Forest State Park, Kodachrome Basin State Park, Anasazi State Park, Calf Creek Falls, Hells Backbone and the Dixie and Fishlake National Forests.
