Never-Never-Never during the AM rush hours (7-10 AM) heading West (which is really South, but that is another story).
There are two different construction projects which, between them, cover almost the entire length from I-95 to WDW.
417 is tolled all the way around, but probably worth it if you do not need to get off in town (as we do).
Last trip I used I-95 South to State Road 50 and then came inland. You could go South on I-95 to SR-528 (The Beach Line Expressway) and then come all the way West to I-4 just South of Sea World. That puts you South of the construction and almost at the Disney exits.
