Congested roads in major cities tend to have lots of crashes. Simple as that. After you clear out of Metro Detroit (and from Belview, you likely bypass the bulk of it), you hit Cincinatie then Atlanta is the next major city.
Aggressive police action often can make things worse. A broken down car on the shoulder can eat up 10% of capacity. A police car with lights on is even worse. So if the road is operating at 95% of capacity, pulling people over will push it into jamb conditions. Police enforcement has to be judicious or the cure can be worse than the disease.
