Actually - I-90 DOES cross I-20 just west of the Pennsylvania state line.
Interstate 20 runs from western Texas to South Carolina, and is many hundreds of miles from Interstate 90. US highway 20, which I believe is what the poster was referring to, does intersect Interstate 90 where you mention.
