We have raised at least 2 generations of drivers in Canada that don’t know what to do if there isn’t a forest of signs or signals telling them.
We hosted a young lady from England who was an excellent driver. She thought it strange there are so many stops signs and the 4 way stop was the stupidest thing she’d ever seen. “Why would you stop if there is no one else approaching the junction?”
