A good tool for anywhere; and I have used it for Portland... is using Google Maps and going to "traffic, transit....." at the bottom then choosing "traffic" and then "average". It will let you look at day and time average traffic and at least give you a clue what it will be like and WHEN TO AVOID. And.. I agree, 205 is generally better and much more straight forward.
