There is a company called SPOT who make a tracking device that does work anywhere. It is a satellite GPS device used to track people in extreme sports- long distance running in the mountains etc.Yearly subscription gives a tracking signal every 10 min and I have used the email feature to follow my daughters races from 3,000 miles away over the internet.
