In practice, a "valid reason" is that you are a competitive shooter, with a record of competing, and are entering Canada for the purpose of competing in a sanctioned shooting match that you are pre-registered for, or you are a LEO or part of a security detail for a VIP that are accompanying into Canada.
Personal defence or just wanting to carry through, I.E. lower 48 to Alaska, etc., are definitely NOT acceptable reasons.
