I would venture to say that it is misinformation! D.O.T. scales are for commercial vehicles! Unless you have an ad mural or a commercial truck that is for hire you should not have to weigh!
That said however, Several years ago a co worker of mine took a tt TO WI. He said that he was told he had to pull into the scales in WI so he did when he came upon one that was open! He waited a long time and when he got to the scale they pulled him off and long story short, he got a warning for no CLASS C endorsement. This was early at the start of the new CDL laws and I think there was some confusion on the DOT'S part as well as the co workers. He said he saw other RVs by-passing the scales. FWIW, I doubt they would come after you if you blew by! If they did, you could plead ignorance since your pulling an RV weighing doesn't apply to RV'S in other states!
If it was me, I would drive directly through Indiana and not worry about he scales. Or you could just call the IN D.O.T. and ask for a faxed copy of the law to just see if you need to stop at the scales.
