What exactly do you mean by 'rebuild'? Did they take it down to the base and pour new concrete? Or just strip off the top layer of asphalt and lay new? Or are we talking about general road work? On heavily traveled urban highways it is difficult to do major rebuilds. Traffic has to keep flowing, so they have work on fixing one lane or interchange at a time. Sometimes closures are limited to night hours.
The section of I5 near me (north of Seattle) has been under continual work for the past 20 years, but none of it qualifies as 'rebuild'. Currently they are repaving the lanes (top asphalt) and on ramps. 15 years ago a major intersection to the south was reworked to eliminate crossing on/off lanes. To the north they added on/off ramps around a growing mall area. There has also been work on express bus stations and connections to park-n-rides.
