I've been on both and I agree, there are ups & downs on both, but no grades over 6% on either route. If anything the grades on 191 are slightly less steep, but not enough to change your choice. Since you're starting close to half way between Jackson & Moran, To me its a matter of whether you're headed east or west after hitting I80.
