Secondly, describing the SELF DEFENSE FORCES as being TRIGGER HAPPY is incredible. Again, you are displaying a lack of personal CONTACT with what you are trying to pontificate.
Thirdly, whenever violence occurs in Mexico, the SSP, Ejercito, and Marinas are all moved to that area. They did so in the case of Michoacan. Eduardo Chacon a friend, told me in the last three weeks Lazaro was nearly evacuated of SSP personnel, the marinas and ejercito followed suit.
Things have morphed in one hell of a hurry. Ladrones have moved into the "vacuum" and the coast now is part of the areas of vacuum.
I have to change my opinion of travel in Michoacan, and now strongly recommend avoiding the entire state if traveling by motor vehicle that displays prosperity. The entire enchilada, from Morelia down Mex 14-D, The butterfly reserve, Patzcuaro, Parque Paricutin, Uruapan, and of course the coast highway.
Such is reality. The CIA agents that tried to run the reten learned quickly that doing so is not recommended.
Michoacan needs to learn the hard and painful way the days of utter corruption are over. When business feels the pinch of zero tourism they will "inform" gobernacion del Estatal that they are officially unhappy. Gobernacion is the ones that will effect changes in the policias municipales, ministerios publicos to mean police protection does not mean entitlement to sit-on-your-ass extortion.
