There is a big difference from the people asking for money at the intersections in the USA and the woman with an infant in a cross street in Mexico, the ones in the USA are a business, some have an addiction of some kind others do not, there have been those that got caught getting into chauffeured driven vehicle, and others went down to the river bank or the freeway greenery, a lot of our destitute are veteran's, and there are those that have some mental issues.
In Mexico the woman asking for money is truly hungry, these people come down from the mountains because they are starving, or the father of the child is dead or vanished or drunk, my first comment was aimed at those that do not want to have anything to do with the destitute souls.
When we travel in Mexico we always have some change, for the guy that looks out for our vehicle when we park and there is a character with a whistle and looks like a cop, some times he is some times not.
Some of the kids that ask for money can be a little to much to handle sometimes, you need to learn to gauge the crowd.
I have seen the poverty of the Southern States in my Country, unfortunately I can not do much, nor can I do much in Mexico, all I can do is try to help those in dire need of food, if you see the individuals face and it is puffy and a little red, they have a drinking problem not hunger, hunger is expressed in the sunken and far away look, and a child to hungry to cry.
Just be kind and human to those that need and if you do not want to give, look at then in the eyes and tell them that you do not have change, it is OK, just do not make fun or demean the human, they also have some vestige of dignity left some where.
