According to this rather lengthy report the tunnel is 17' high. I don't know if that's measured to the center of the arch or at the edge on the fog line, though I'd suspect the former. It shouldn't prevent any RV from being able to travel the road easily.
The Cades Cove loop itself, while not impossible for an RV, is not something I would do again with my motorhome! But it's a lovely and interesting tour. You of course don't need to go through the loop to camp at the campground there.
