An RV qualifies, has nothing to do with the vehicle type, it's the people inside that are being classified. Unless it's commercial. I asked because I live on the border, and have some other cross border trips planned, and this mess might still be on going next week or next month. Anyone deemed to have traveled outside Canada, whether they have symptoms or not, for non-essential reasons, is considered a risk for COVID-19 exposure. You can "discuss" it with CBSA, if you want, but they're enforcing it with no exceptions for those travelers/trips they decided were non-essential.
The irony or paradox in this case is they've already backed off on barring US citizens, air crews, whatever. They weren't specific about whether the US citizen needs to be traveling here for business or pleasure, afaik. It's a complete cluster you know what, they way it's being handled on our side. Slow to make decisions, and not much foresight being used, overall.
On the news the PM was aked why he wasn't tested, and why he wasn't a risk to the people at a conference he was at, after it was discovered Sophie was positive for it and he was exposed to it. He said because he was feeling great and had no symptoms the docs told him he wasn't contagious. Uh huh.
