REIMBURSEMENT is the key word.
The Seguro Popular in La Paz would not accept my VISA card for payment, and they would not allow me to leave to go to a bank ATM machine. Two large POLICIAS PREVENTIVOS de La Paz (with guns holstered) shepherded me during the checkout. No cash, no exit. Seguro Popular is a public hospital. The finance officer was accommodating, but without cash I would have been stuck. I telephoned a Mexican friend to come get my VISA card and fetch the efectivo from the cajero automatico.
When I went to my car, ten days had passed. The license plates had been removed. I asked the security. "Estacionamiento para Incapacidades!" one cop explained pointing at the blue curb and disabled parking only sign.
I dug under the driver's seat and extracted an expired blue placard and hung it on the mirror.
"You should have done that to begin with. We will go get your license plates" the cop chided.
And they did. And they remounted them (carefully, with the current tag on the front plate!)
So I drove off with license plates attached. You know, the ones with the blue and white wheelchair stamped on them...
