Seems to me that most of the issues were due to the OP's credit card company doing a reversal on the charge, probably because they thought it was fraud. With more than 2 payment reversals, I think ebay would have struggled with that one too.
BTW, I work with a rescue group too. Love Weimaraners. I'm somewhat more understanding of why you can't work with Weimaraner Rescue if you're in Mexico.
