I'm in complete agreement with Moisheh when it comes to considering deletion of the emissions system. I would never do it myself, and I do actively discourage anyone else from doing it. It is not necessary, because the new trucks have plenty of power and torque from the factory, it alters the resale value, and an owner could end up with a big load of trouble if something serious goes wrong or he/she gets noticed by the EPA.
Mexicowanderer, you appear to have some detailed information about Pemex operations. If you work there, maybe you can find out whether the U.N. Environmental Panel report is correct - that work to upgrade has already begun on a refinery they identify as "the fourth largest in Mexico". They also claim that a new refinery is presently under construction.
