Work beginning, means engineering studies have been completed and vessels are under construction. Grading at site has been performed. This is a long long way from product being dispensed. I look for progress in late late late 2017.
The first thing a person will notice is the appearance of UBA Diesel in Mexico the city. This will be heralded in all major news media.
But it's going to be a long time before an individual can pull up to any old dispenser in Mexico and expect to get UBA. Mexico (the city) consumes a titanic quantity of diesel.
Pemex has vowed time and time again, no announcement will be made, no signs will be allowed announcing the presence of UBA at a gasolinera "Until every gasolinera in la Republica has access to UBA diesel". That is their mantra. Let us wait and see if they hold true to their word...
