Fuel is a CASH COW for Mexico. A tax revenue base. Steel mined and refined in Monclova or Lazaro Cardenas costs more, I get it - it's the 20 dollar an hour wages. Or maybe land for refineries costs 100,000 dollars a acre. Or the oil. Gravity is higher in the gulf of Campeche so it costs more to pump it.
All economic data on Mexican petroleum is SKEWED, Shell and Chevron aren't owned by Washington DC and BP is not governed by #5 Downing Street. Sometime when you're not doing anything visit the Petroleos Mexicanos headquarters in Mexico and check out the number of senadores and diputados coming and going.
The Mexican economic model DEMANDS that when business slumps INCREASE PRICES. Many toll road operators are HUNDREDS OF MILLIONS in Pesos in debt to the SCT. One of the worst is MAXIPISTA.
