Somewhat off topic - fuel taxes as opposed to toll rates - but anyway......I thought the Gov't of Mexico owns Pemex?? I have read that about 45% of the budget for the Mexican Gov't comes from Pemex. Pemex sells oil to other countries including the US. So doesn't the Gov't get money from sales of oil? There are currently discussions or whatever to allow private companies to drill for oil because Pemex does not have the technology or desire to increase production. The Gov't wants to increase production to increase revenues to the Gov't. Or is all I have read on this previously not true?? It is also my understanding that the gov't does put a tax on fuel sales at Pemex stations. So I am not sure how the term "subsidize" figures into the equation of relationship of the Mexican Gov't and Pemex??
So how are the private toll roads in Mexico paid for? Do the companies build them solely dependent on expected income from tolls? Or does the gov't build them and the companies operate them?
We use toll roads a lot but have learned there are other roads that been greatly improved in recent years that can be used easily as a cheaper, faster, easier option in some cases. I do understand that if the companies built and paid for the roads they are trying to regain their investment. But if they charge too much so that fewer people use the roads are they not causing the reduced revenue by their high tolls??
