Mexico wanderer: Are you saying Pemex is corrupt? I am shocked that statement! The executives at Pemex could not run a lemonade stand. I have never visited one of their refineries but I bet it is an environmental disaster. I like the story about a mothballed Pemex facility. They are heavily unionized and this was an old refinery. The workers could not be laid off due to the Union contract. They were offered jobs at other refineries but taking that job was optional. So the workers show up every day and do nothing but still get full pay.
