In Mexico as in Latin America there is no welfare, no food stamps, no assisted housing some of those that do not have an education or skills to work or have a disability, resort to any means that gives them a means of survival, they live in the cardboard shanty, if they are rich enough to have cardboard, otherwise they live in a hole in the ground.
A small tip to those that are willing to do a little bit of work, as in bagging groceries, looking after my vehicle or washing it, means to me that at least they are trying to do something, as opposed to the fourth and fifth generation welfare recipients in the U.S. that do nothing for the money's that we pay in taxes, I can not speak of Canada since I have only been there while the aircraft was being refueled.
Having lived and worked in Sweden, they have a welfare system that is also out of whack just like England.
Tips in Mexico do go a long way for the people receiving them, when you do tip, make sure that the tip is handed in cash to the intended person and not the establishment, some distribute them some do not.
