I don't understand how his Mexican citizenship can make it worse. Neither Canadian nor Mexican laws prohibit double citizenship. Canadian citizens don't require non-immigrant visa to the US, except for the following purposes - visiting is not on the list (embedded at the bottom)

BUT - did he have or have not problems going South from Canada to/through the US with RP papers under Covid restrictions? Better yet, did anybody with RT (not RP) have such problems?
