Keep in mind that Portland is near sealevel, Reno about 4000. East side of the Oregon Cascades (Bend) is about 5000, not much lower than Cascade passes,
One route is I5 out of Oregon, and I80 over the Sierras. There's one pass leaving the state, and another over the Sierras.
US89 and US395 is a good diagonal from the Mt Shasta area to Reno. That mostly runs at 4000ft, without significant passes.
There are several routes over the Oregon Cascades to US97. OR31 cuts over to US395 which leads you down to Reno. Mostly that runs at the 4-5000 level.
