The day after the truck was stolen, I e-mailed the Canadian consulate in Guadalajara. They didn't respond, so I re-sent the message and got a message back with another address I should contact. I sent them the same message and received this reply :

Dear Mr. Mitchel,
Your mail has been sent to the Embassy, since we are responsible only for the state of Jalisco.

Now, I suppose I won't be their favourite person, but I answered thus :
Do I understand you correctly that you will provide NO services or assistance to Canadian citizens who are not in the state of Jalisco ? That, my friend, is simply astounding. If we manage to stagger over the border of Jalisco, we'll contact you at that time ! Ron Mitchell
