IMHO locating a reliable 10-minute shutdown delay should be priority one. Ladrones are NOT going to stick around a crime scene to see if a car stalls or not.
Down here, stealing a car is bad enough. Harming or kidnapping a tourist is suicide. And no, tattoo laden druggie freaks do not receive the same "attention" (pressure) from their embassy nor secretary gobernacion (like the department of justice) as do treasured "normal" tourists.
TIP: USA consular officials are NOT government employees. I am not sure about Canadian consular agents. But when I had a problem (not crime) down here I dealt with the EMBASSY in Mexico City. They telephoned the consular officer and explained to them in plain English what was expected of them.
