It was asked, "....if I stayed at a Seward campground, is it easy to get around the city without using the RV to leave the camp site?"
If using one in town, yes. Walk to some things & when they have Cruise Ships in there is a free bus to shuttle people about the town. City of Seward Document

Might be walking distance to a tour boat site?
