I'd also recommend Wampatuck State Park in Mass. I've stayed at Winter Island CG, run by the City of Salem, MA - you'd be happier at Wampatuck!
Good suggestions on Cherry Hill to see Washington area. Can't speak for NYC, but folks seem to use Liberty Harbor CG to tour there. Good idea about staying in Mystic, CT and taking the train into NYC. Seaport was only OK several years ago - believe it is under new ownership now. Also look at Riverdale Farm in Clinton, CT. Connecticut state parks are not dog-friendly...
