From point 25 John Day Fossil Beds I would head north to the Columbia River - Eastern Oregon is a well kept secret and it is a great drive. I would then head west to point 30, 29, 28 then south to 27 and 26.
From point 26 I would head north on the Oregon Coast to point 31.
Otherwise, your routing misses some spectacular coast scenery along the central California coast and the Oregon coast. Plus, this will save you having to back-track some.
