New highway south from Nuevo Laredo?
The 2015 Guia Roji shows a new highway named 2D that looks like it replaced the libre 85 to Monterrey but it ends at the bottom of the page and does not continue on the next page. It's been two years...

There is a 2D that starts just East of Reynosa and ends before Matamoros, very short streches of toll roads on 2 and it runs West to East or East to West.
