Yeah, Oregon gas stations are the same way.. Gotta let them pump it for ya... I lived there for some time as a teenager, and a lot of my buddies got easy jobs pumping gas! Back then, min wage was around $3.35/hr.. I washed dishes.. Ha, ha!
Anyway, not sure what the reason was, but it hasn't changed in the 32 years that I've lived in WA state..
