Hi,
I15 to highway 395, then north to Lake Tahoe is a good route.
If you have enough gas to get from Victorville all the way to Carson City, fine. However if you buy gas in Bishop, you will regret the prices, and wish you had filled up at Inyokern or someplace south of there.
Bishop has VERY expensive fuel. Do not top off there, only get enough to make it to Nevada. There the prices are more reasonable. The reason is there is a fuel pipeline going from the oil processors in Long beach along I 15 to Salt Lake City, and other towns along the interstate system. Another line follows I80 east from the processors near Oakland CA. Fuel has to be trucked in from the pipeline terminals, and that is expensive, making fuel prices upwards of $0.60 per gallon more in Bishop than in Nevada.

There are a lot of great places to camp near where highway 120 and 395 meet. Just don't go to far up the 120 pass, it gets really steep, and there are only campgrounds for the first 10 miles or so, until you get way up the pass.
Along the June Lake Loop there are many campgrounds too.
Highway 395 has expanded a lot, with many sections are now 4 lane, allowing passing. 20 years ago, they did not have nearly as many passing areas. Most of it is fairly easy to keep a RV at 60 MPH. The uphill sections are mostly 4 lane.
