I would not chance that Belize crossing. I would first contact a Mexico tourism office. I had a contact who would solve these type of problems but he died. WE miss him and his help. Sometimes tourism would contact aduana at an airport and mordida did the trick. I think Mexico tourism has a 800 phone number in Mexico. Or even find an office. tell her to break down crying as soon as he enters the office. Give them the " I am a single woman in a foreign country and I am scared stiff they will send me to jail" Just might work. In most states with a gringo population there are "facilitators" that can help.
