I don't think so. In fact often, but not always, the colder it is the easier the driving, the sunnier the sky and the better the weather.
Don't get me wrong I don't particularly like the cold. I would rather it be 80 and sunny. But the cold in itself is not a bad thing for driving.
It's the wet and rainy days freezing at night and snow in the morning on top of that, kind of driving that is really bad.
When I was stationed at Elmendorf in Anchorage my friends and I went to Fairbanks for the weekend to go to the bars there (this was 1973 mind you) and it was -54 yes, minus 54 in Fairbanks. The Bars all along the main downtown street were all connected at the back so you could go from one to the other without ever having to go inside. And the hwy from Anchorage to Fairbanks was just being completed then and a good share of it was still dirt under construction, that is when driving in Alaska was a challenge...today it's a piece of cake.
