We live in Fairbanks and and an average temp in the mid 30's just didn't sound right for us in mid March. All the sources I can find show average high around 25 ave low of -2 for March 15. That aside for the last several years we leave Fairbanks in late Feb and return around May 1. We leave with the trailer winterized and usual de-winterize in southern Canada. For your trip I think it will be hard to find a dump station open north of Dawson Creek. Northern Lights RV park there is best bet. I don't know of any open dump stations in Fairbanks even when we return in May but never checked the commercial campgrounds. We just wait till the Tesoro one opens. I have extra 50 gallon fuel tank in bed od truck and personally wouldn't do trip in winter w/o extra over stock capacity. Also be aware that BC requires winter rated tires (mountain snowflake symbol) or chains that time of year. With winter tires I've never wished for chains also but our new truck has Firestone M&S so will carry chains this year. The Airstream has M&S tires. There are no open campgrounds north of Dawson Creek that I am aware of. Most motels will let you stay there and some may rent you a plug in, 20 amp only. So we carry Honda 2000 and keep it warm so it starts so we can plug in the Cummins.
