There are certain locations where non-Mexican credit cards can't be used. For example, the Soriana in Tijuana, a CFE bill on line can't be paid with a non-Mexican credit card, but you can go to the person at the window and use one. They verified that for us. Sam's Club won't take one for on-line purchases, but you can use your cards in the stores. It's hit and miss, but usually the employees know and tell you up front. We suspect it's corporate policy.
