The solution is simple -define commercial - not by weight but what you do, are you 'in commerce or not" .
The new problem will be all the small businesses that pull a cargo trailer with a 1/2 ton ,they got a medical? yellow sticker? circle check?
But because the truck is light they fly under the radar ,and revenue is lost while retirees and snowbirds get the shaft.
Commercial is easy, if it has black & white plates it's commercial. Period. It might however qualify for a 'personal use' exemption.
As for the cargo trailer behind a 1/2 ton, well there's where most of the province skates past the regulations.
If the truck, the trailer, or both, physically weigh over, or have a GVWR that exceeds 4,500 KG (9,900 pounds) you need a yellow sticker on both. So if you have a cargo trailer with a 3,500 pound axle under it, and it's pulled by a 1/2 ton (6,720 pound GVWR) your net GVWR is 10,220 pounds.
You just showed up on radar.
